Fractional CIO support can range from light-touch advice to active ownership of strategy, suppliers, cyber risk and a programme of change. A retainer covering one owner meeting and decision support is fundamentally different from an engagement requiring weekly leadership across several teams and suppliers.

Complexity matters more than employee count. A small, technology-dependent business can have a demanding systems landscape, while a larger business may have a capable internal team that only needs senior direction.

  • The number and importance of decisions already in flight
  • The condition of the current systems, data and security controls
  • How much supplier and internal-team leadership is required
  • The pace of growth, acquisition or operational change
  • Whether implementation oversight is included

What should be included

A useful engagement creates ownership, not just access to an experienced adviser. The Fractional CIO should maintain a technology action plan, challenge important proposals, keep risks and costs visible and translate technical issues into choices the owner can make.

At Joe Ashley, engagements start from £1,500 per month plus VAT. Scope is agreed around the business priorities and action plan. Hands-on implementation, routine support and major projects are priced separately so the leadership retainer remains clear.

How to assess value

The return is often spread across avoided mistakes, better supplier decisions, controlled risk, lower duplication and more effective change. It should still be visible. Ask what will be clearer after 90 days, which decisions will move forward and how progress will be reported.

The right arrangement leaves the owner carrying less technical uncertainty while remaining properly informed about cost, risk and direction.
