The three roles

A capable MSP is valuable, but it is still a supplier. It should contribute expertise and recommendations, while the business retains someone who can test those recommendations against commercial priorities, total cost and risk.

• An MSP runs and supports technology: users, devices, cloud services, security tools and day-to-day incidents.
• A full-time IT director is an employed leader with continuing responsibility for technology strategy, people, delivery and performance.
• A Fractional CIO provides senior, independent leadership for part of the week or month, without a full-time executive hire.

When a Fractional CIO fits

The fractional model is useful when technology decisions have outgrown owner-led management but the workload, budget or organisational maturity does not justify a full-time director. It can also support an operational IT manager who needs senior backing rather than replacement.

• There is no clear technology roadmap
• Several suppliers own separate parts of the environment
• Cybersecurity has become a board-level concern
• Major system, data or AI decisions are approaching
• The owner is translating between the business and technical teams

When to hire full-time

A permanent IT director becomes more appropriate when technology leadership is a full-time organisational role: a sizeable internal team needs daily management, multiple programmes require continuous executive attention or technology is central to the product itself.

The decision should follow the accountability required, not a fashionable job title. Some businesses need a strong MSP, some need a fractional leader, and some need both a permanent director and specialist suppliers.
